The National Disaster Response Team is dedicated to providing the best possible services to disaster victims and first responders. To do this we must be vigilante in our efforts to be flexable and to utilize the newest and innovative ideas available in order to provide you, the disaster victim, and you, the first responder with the best services available.
Disasters may not happen often where you live but when they do, they are devastating.
A natural or man-made disaster just struck where you live or work or play. (Do not be ashamed of this next part folks, unless you are trained or deal with these type of situations all the time the reaction is normal)You panic along with everyone else, you scatter to the winds seeking safety, you try to protect your family from harm. You find yourself in a state of Chaos, Shock, and a thousand other emotions as the reality of what is happening or just happened begins to sink in.
Then it is over and the screams of the injured, lost, terrified, fills the air. You and your loved ones are safe, though people you have known for years or never met, where not so lucky. People around you are trapped, injured, lost and quite possibly dead. In the blink of an eye the world around you has changed from every day life to one that can only be described as a bad disaster movie, only it is reality.
FACT: Immediate assistance from first responders will be slow and sluggish after a major disaster strikes. Hospitals and First Responders in the immediate disaster zone will be either damaged, lost, or at least temporarily out of action. Mutual aid will have to called upon, and that will entail mobilization, logistics, etc...............
This is NOT a doomsday prediction Ladies and Gentlemen, but a harsh fact. And people who survived the Quake of 89 in California, Hurricane Andrew and Katrina, the Floods of the MidWest and Tennessee can testify to that as they have experienced the above mentioned scenario first hand.
FACT: 90 + % of all Rescues done in a disaster, are done by untrained, unskilled people. These people are your neighbors, co-workers, friends or strangers. This does not degrade your local responders because they can not be everywhere at once when a disaster strikes.
The world of disaster response is forever changing as new and innovative ideas, both practical and not, appear daily. What makes an organization, agency or group capable of handling a disaster successfully is how they use these innovations, or if they use them at all. The newest addition (Section) to the NDRT is the ASAR Section listed below. Mankind isn't the only creature affected by disasters and Wild or Domestic, all creatures deserve a chance to survive.
The National Disaster Response Team is comprised of 2 Response Phases.
The first phase or primary phase is known as Phase 1. This Phases' primary mission is 3 fold: 1) Establish mission, contact, location and set-up. 2) Search and Rescue, Evacuation. 3) Provide First-Aid to those in need.
As you will see below and on the next page (Phase 2) There is a break-down for Chain of Command, Sections, and Vehicle & equipement.

Multi-Purpose Disaster Supply Unit (MPDSU) 48’ to 53’ goose neck trailer (1-2 units per sect.) 12 Units
*** The greatest challenge for any supply personnel in any disaster is the logistics: Supplies by the truck load are available after a disaster (Usually). But the trouble comes from unloading and dispersement of supplies. Space and Availability to move supplies is always an issue.

The Government, it's agencies and the aforementioned organizations have helped to created regulations, rules and laws, that have in fact turned on them and have choked off their own abilities to be effective. They and their so called experts have forgotten one basic rule. When a disaster happens, it is because mother nature is doing her own thing. And all the rules and regulations in the world will not stop her.
So what does all this have to do with the SAR Division of the NDRT? Well we understand, nature will do what it wants regardless of mans intervention. So we stepped outside the "box" created by the "experts" and looked in. And what we found was simple and fundamental. Create the SAR Division with as much adaptability as possible to handle any event nature can create.
